highly valuable lessons for Taiwan.<\/strong><\/p>\n\n\n\n<p>This article turns to the local context,<strong>\u00a0analyzing data center demand in the tech industry, the renewable energy supply-demand balance, and how EU-like regulations could reshape local challenges and opportunities.<\/strong><\/p>\n\n\n\n<!--more-->\n\n\n\n<h3 class=\"wp-block-heading\" id=\"\u4e00\u3001\u53f0\u7063\u79d1\u6280\u696d\u8207\u8cc7\u6599\u4e2d\u5fc3\u5e02\u5834\u73fe\u6cc1\">1.<strong>Taiwan\u2019s Data Center Market Landscape and Power Supply Challenges<\/strong>\u00a0<\/h3>\n\n\n\n<p>With the rise of semiconductors, AI, big data, and cloud computing,<strong>&nbsp;data centers have become an indispensable part of Taiwan\u2019s technology industry infrastructure.<\/strong><\/p>\n\n\n\n<p>Global cloud service providers such as <strong>&nbsp;Google, Microsoft, and AWS<\/strong>&nbsp;have already established or planned data center operations in Taiwan.<\/p>\n\n\n\n<p>Moreover, data centers are not yet classified as strategic infrastructure, resulting in an energy allocation and green power system that remains fragmented, growing wave of AI and around-the-clock high-density computing is set to push data center power demand to new highs.<\/p>\n\n\n\n<p>If Taiwan follows Europe\u2019s ratio of 3\u20135% of total power usage, annual consumption could rise to\u00a0<strong>\u00a08.1\u201313.5 TWh,<\/strong>\u00a0posing a new and pressing challenge for the power grid and energy policy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"\u4e09\u3001\u53f0\u7063\u518d\u751f\u80fd\u6e90\u767c\u5c55\u898f\u5283\u6982\u6cc1\">2.<strong>The Current State of Renewable Energy and Green Power Policies in Taiwan<\/strong><\/h3>\n\n\n\n<p>According to official data, as of the end of 2023\uff1a<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Long-term Target (2050)<\/strong>\uff1aRenewable energy to account for 60\u201370% of total power generation, with 40\u201380 GW from solar and 40\u201355 GW from wind.<\/li>\n\n\n\n<li><strong>Taiwan\u2019s installed renewable capacity has reached 14.66 GW<\/strong><\/li>\n\n\n\n<li><strong>Approximately 27.5 billion kWh per year (around 10% of total electricity consumption)<\/strong><\/li>\n\n\n\n<li><strong>By 2025, the government's goal<\/strong>\uff1atotal installed capacity of 29 GW \u2014 including 20 GW of solar PV and 5.6 GW of wind power.<\/li>\n<\/ul>\n\n\n\n<p>Although Taiwan currently has no legally mandated renewable energy usage requirements, the government has been gradually establishing related mechanisms.<\/p>\n\n\n\n<p>For instance, Taipower\u2019s feed-in tariff program,<strong>&nbsp;the T-REC (Taiwan Renewable Energy Certificate) system,<\/strong>&nbsp;and\u00a0<strong>the PPA (Power Purchase Agreement) platform have been introduced.<\/strong>\u00a0&nbsp;per unit.<\/p>\n\n\n\n<p>However, Taiwan has not yet developed virtual PPAs or regional green power markets.<\/p>\n\n\n\n<p>In practice, major corporations such as\u00a0<strong>TSMC, MediaTek, and<\/strong>&nbsp;<strong>Google<\/strong>\u00a0have taken the lead in purchasing green electricity and actively participating in international initiatives like RE100 and SBTi.<\/p>\n\n\n\n<p>This indicates that while Taiwan has established a foundation for renewable energy growth, further progress in<strong>&nbsp;regulatory frameworks and market liquidity<\/strong>&nbsp;is needed to meet the demands of both enterprises and global markets.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"\u4e94\u3001\u82e5\u6bd4\u7167\u6b50\u76df\u63a8\u52d5\u7da0\u96fb\u6bd4\u7387\u898f\u7bc4\uff0c\u5c07\u7522\u751f\u4e09\u5927\u6311\u6230\">3.<strong>Under EU-Style Regulations, Data Centers Could Become the Ultimate Stress Test for Taiwan\u2019s Green Energy Policy<\/strong><\/h3>\n\n\n\n<p>Should Taiwan mandate data centers to report their energy usage and meet specific green power ratios \u2014 such as 50% or even 100% \u2014 they would face three key challenges:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Securing Green Power Through Long-Term CPPAs Becomes Essential<\/strong>\uff1aWithout long-term renewable energy procurement agreements, ensuring compliance and operational stability will be difficult.<\/li>\n\n\n\n<li><strong>Uneven Regional Availability of Green Electricity<\/strong>\uff1aInsufficient renewable power supply in northern Taiwan could lead to site selection and investment bottlenecks.<\/li>\n\n\n\n<li><strong>Lack of Flexible Market Mechanisms Leading to Price Distortion<\/strong>\uff1aIf the green power trading system remains underdeveloped, it may result in bidding competition, price anomalies, and investor hesitation.<\/li>\n<\/ol>\n\n\n\n<p>As a result, data centers are no longer merely back-end infrastructure \u2014 they have become critical nodes for\u00a0<strong>\u00a0carbon neutrality, cybersecurity resilience, and energy autonomy<\/strong>\u00a0&nbsp;per unit.<\/p>\n\n\n\n<p>Without early reinforcement of the power grid, improvement of regulatory frameworks, and expansion of wind and solar installations, Taiwan will struggle to support the transition needs of high-density power-consuming industries such as data centers.<\/p>\n\n\n\n<p>In our research, we also found that beyond policy and energy challenges, the financial structure of data centers is equally crucial.<\/p>\n\n\n\n<p>Through CAPEX and OPEX cost breakdown models, companies can evaluate the financial feasibility
